If Your Toyota RAV4 immobilizer is preventing You from starting Your car then the first thing You should do is check the fuses to it. If the fuses are all good then You can go ahead and try to reset the system. Resetting it is very easy. Press and hold the panic button on Your key fob for five seconds, then press the lock button twice, and the unlock button twice. This should disable and re-enable the alarm system. If You have continued problems with the alarm I recommend letting a Toyota dealer take a look at it to make sure that there are not electrical components failing.
