My 1999 had this problem. Take out the two sensors on top of the transmission under the battery tray. They have magnets in them and metal particles stick to the ends and block the signal. Just wipe them clean and it should fix the problem. If not one of them may be bad. I think it was a 1 inch socket to remove them and since they were high up on the transmission no fluid leaked out.
