To adjust headlights on a Toyota Tacoma is a pretty simple task. There will be a series of screws on the light plates. You simply need to turn these with a screwdriver and it will rotate the light. If the lights are not working then You will need to change them. Headlights are a very easy thing to replace should they go out, and they are quite cheap. Each bulb will cost You between 10 and 20 dollars on average. To change the bulb out You will first need to remove the headlight cover. These are held in place by a couple of screws. Once You remove the screws the cover will come right off. Now You can unscrew the built, much like a ceiling fan bulb, and pull it out. Put the new bulb in its place and then put the cover back on. Screw it in place, and then make sure to test the bulbs.

The upper and side screws can be used to adjust the vertical and horizontal fields respectively.
