The cigarette lighter fuse in a Ford Fiesta is going to be located in the interior fuse box panel, that's behind the glove box, and will require a 15 amp replacement fuse. Depending on the model year, it should be F29, and fed by the 60 amp FE. You'll see the earth for the cigarette lighter screwed to the body near the socket. Changing the fuse is as simple as pulling it out and putting a new one in. You can do this if you have fingernails, but I don't: I use a small set of tweezers, usually after cleaning the nose hairs off it. If you're fancy, though, they Make a tool specifically for pulling fuses, that's only a couple bucks at most part stores. The replacement fuse, too, shouldn't be more than $5 or so, so you can pick that up at the same time.

Open the hood of the car and locate the fuse box. Remove the cover of the fuse box, and locate the cigarette lighter fuse. Take out the fuse and check to see if it blown, if it is blown, replace the fuse. Close the hood and then test the lighter fuse to see if it works.
