To install a front license plate on a Toyota Highlander You will need to drill through the bumper to attach the mounting bracket to the back of it. Once You install a front license plate Your bumper will always have holes in it, but this is something that is required in moSTStates. First You will want to locate the center of Your bumper, then place the center of Your license plate there. Mark the two top holes that You will need to screw in Your plate on the bumper. From there You can drill out the holes and attach Toyota's bracket to the back side of it. Once that is installed You can screw into the bracket from the front with the plate.
