To remove a front license plate on the F-250, locate two clips holding the bracket in place underneath the bumper. Depress these clips to release the bracket from under the truck. Angle the assembly outwards from the bottom and then upwards. Do this while facing the bumper. Unclip the two top tabs attached to the bumper and the assembly may be pulled up and out. The frame comes pre-installed with two upper bolt holes. This number is usually sufficient for supporting a front-facing license. The assembly requires 1/4" screws with a thread size of 14 X3/4". If no license is installed, the bracket can be removed without unscrewing these fasteners. 31 states require both a front and rear plate.

You will need to unscrew the bracket and then it will come off with no real issue.
