I understand that You've got the message "Emissions System Problem" showing up on Your 2019 Honda Civic's instrument cluster display in the middle of Your speedometer. This is instead of the common OBD-II codes, making it a bit harder to diagnose, but it's actually equivalent (usually) to a fuel code error P0651. Apparently, this is a bug in the system software that triggers if You don't fully fill up the fuel tank all the way, instead only leaving it half full, and often will go away on its own. There's speculation this is because of how the evap sensor is measuring the gas vapors. Honda has put out a software update for the fuel level sensor diagnostic trouble code P0461, which also may be related to this error condition.

The emission system on the 2019 honda civic can fail which will cause it to exhale exhaust that is not converted to non harmful gas.
