More than likely the Vent Solenoid is bad. On the Impala it is near the gas cap area behind the wheel well cover. Remove the back tire and wheel well cover to gain access to it. I seen these vent solenoid break open and corrosion on the electrical coil that closes this. Less than $40 for one of those usually. Also they get dust inside a little sponge filter and then it will not even vent right.
