The Hyundai Elantra block heater is located at the front of the engine bay on the left side near the oil cooler. If the car is having issues with the climate control system, then it can be a few things. If the blend actuator motor is bad then You will not be able to control the temperature of the air coming into the car, nor will You be able to control the intensity of the air. If the fan motor is bad then You will find that the air will not circulate, though You will get noise if You turn it on. Finally, if nothing is working it is also quite possible that the fuse has burnt out. If that happens You will need to find the fuse box, either under the hood or to the left of the steering wheel. Fuses are simple to replace, so this should be the first thing You check. Finally the temperature sensor, which will be in the car near the fan motor may be bad, which will cause the actuator to act weird and give random temperatures.
