The speed sensor in a Subaru Legacy can be found on the transmission and transaxle output shaft from the vehicle. This is a sensor that will measure the rotational speed of the output shaft and then give that information to Your ECU so that the speed will be displayed on the speedometer. If You have a speedometer that is not working the most likely issue is a problem with this sensor. The first thing that You should check is the wiring to it to make sure that it is tightly connected and free from any damage or frayed wires. If the sensor has failed then it will need to be replaced and usually that is about $100 to change.
