The drain plug torque on a Subaru Outback is 25 foot pounds. If You are using a torque wrench to install Your drain plug I recommend using a calibrated analog one that will click when it reaches the torque You set. In general You do not have to torque down a drain plug that tight. You will want to make sure that the threads and the washer are seated and usually that is good enough. Usually hand tight with a standard 3/8" ratchet is about as tight as You want to go. You also do not want to over-tighten the drain plug. That can strip out the plug and that would require replacing the entire oil pan to fix.
