You can find the fuel pump relay for the Toyota Echo (at least, most recent model years) located in the interior fuse panel that's under the kick panel on the passenger's side. You can snag a replacement part from Walmart: look for the Go-Parts brand, which has part number 2BD464A-219010347-PS, and is a 30 amp blade F-TYPEuse. Installation is as simple as yanking the previous one and installing the new one. If the relay is constantly failing, You'll want to check Your engine wiring system, as well as consider if the fuel pump itself is starting to fail.
