When the RPM gauge is not working in Your Honda Civic that is usually a problem with a sensor in the engine. There are many different sensors that measure the rotational speed of the engine and any one of them could have had a fault. There is also a chance that there is a problem with the ECU and it is not outputting the information from one of these sensors to Your tachometer. I recommend using an OBD II scan tool when Your tachometer is not working to see if there are any computer problems. It is also possible that the tachometer motor has failed and that could need to be replaced, but that is much less likely.
