The 2000 Honda Civic does come equipped with the anti-lock braking system as stated by the factory specs. To check and confirm that the vehicle does have ABS You can open the hood and look to see if there is a brake fluid reservoir with metal tubes coming out of it. The ABS system will help You steering in emergency situations without locking up the brakes and allowing You to get traction on the surface. The system will work to when You press the brakes to not allow the brakes to lock up and it will alternate the brake pump to push at intermittent times to create stopping power without sliding or skidding on the surface.
