There is no cabin air filter inside of the 2007 Ford Fusion. It's not uncommon to find vehicles without them prior to 2010. Rather than having the standard filter that You need to replace there is a plastic mesh inside of the HVAC system for keeping bits of debris out and it shouldn't require any maintenance from You. -

The 2007 Ford Fusion does not have a cabin air filter (also known as a pollen or AC filter). Vehicles without cabin air filters typically have a plastic mesh that prevents leaves and other foreign objects from entering the HVAC system. This mesh is part of the vehicle and does not need to be changed.
