Yes there is a gps device on the vehicle irrespective of any app or paid service. The 2015 Fords have a "where am I?" button in settings and it will give you your lat and long. It is communicating with a satellite 24/7 as to your location. Who exactly has access or uses that information is unknown. Ford claims they do, but that they provide that information to no one. They claim the GPS on their cars are only for customer convenience.

The Fusion comes with Sync technology standard. This allows for a smartphone to be connected and used as a GPS. Otherwise, on the higher trims, like Titanium, there is an option to have internal voice activated GPS. This is not available on lower trim levels on its own.
