On the new models of the Dodge Grand Caravan to closet the 3rd-row side windows there will be a switch to close them You can find the switch located on the driver's door armrest that is behind the lock switch. The windows on the older models of the van will have a small latch that You can pull in and lock which will close the windows. The switch to lock them You will find on the side door panel of the driver's door and You have to switch it from "OPEN" position to the "CLOSED" position. If this does not work You may have to replace the latch which will cost approximately $30 - $50 depending on the brand and quality.

Near the power window buttons on the drivers door handle there’s another button that goes up and down and that one controls the back windows

The picture on the button looks like a gas tank symbol, but it's supposed to be the back of the van from above.
