Water from the fuel filter in the Ford transit is pretty simple job all You'll need is a drain pan to catch the fluid. Crawl under the driver side just below the door and just behind the crossmember You'll see a petcock valve. Rotate the valve counterclockwise to open it up, the water will begin to drip. Want all the water has been evacuated tighten the valve closed and dispose of the fluid in an Environmentally friendly manner. Water can get inside the gas tank a variety of ways but the leading causes from low quality fuel at a gas station. Their underground tanks could have holes allowing rain or groundwater to impetrate the tank. It is also possible that there's a hole in the gas tank allowing the water from the roadway to splash up and get into it.

Find the line that runs under the body. Disconnect it and let it drain out till it stops dripping then put it all back.
