Installing a front license plate on a Toyota RAV4 is a pretty easy process, but You will need to use a drill and screwdriver to get it done. First You will need to find the two faint indentations that are on the front bumper and make sure that they are the correct width for Your license plate. Next You will need to drill these out using a 1/8" drill bit, You do not want to go bigger because that could damage the mounting spots. Next You can use the screws included in the mounting kit to attach the plastic bracket to the bumper. After that You can screw Your license plate into the plastic bracket.

Your front bumper of the toyota rv4 is equipped with small indentations to indicate where you should screw a front license plate onto. These areas will be thicker to allow for screw retention.
Alex S wrote the exact complete answer. Just to make it perfect and if you do not mind drilling 2 extra holes use a large drill bit 3/8"or so and drill behind the license plate holes the inner 2 holes (not the outer bracket holes) to allow the clip go in the bumper for a flush look. Also that helps when you use long metric screws that you suppose to use. 8 mm.
