In order to turn off the heated steering wheel on Your Ford Explorer You'll need to look on the left side of the instrument panel. There will be a row of buttons and one will be one with the logo of a steering wheel. Pressing this once will deactivate the heat. If You want to turn it back on again simply press it again. If You've pressed this button and the steering wheel is remaining heated then it's likely the switch has gone bad or the wiring is faulty. If this is the case You're going to need to take it in for a professional to look at it.
