If You're getting the passenger airbag off message in the Subaru Legacy You might have to replace the passenger occupancy sensor under the seat. This center detects when the passenger seat is occupied. If the sensor goes bad or the wiring two it is damaged in any way the computer could think that there is a passenger in the seat when there is not or vice versa. You will have to unbolt the bottom of the seat from the body of the car. Once they are out You can lean the seat back and You will see a black box. This is the sensor You are looking for. Unscrew it for the seat and unplug the electrical connector going to it. Once the sensor is replaced the light should turn off.
