Is there a fuel pump access panel on the 2013 Chevy Malibu LT? Do i need to drop the gas tank to replace the fuel pump>

To access the fuel pump in a 2013 Chevy Malibu You will need to lower the tank completely. The fuel tank has a cap that is on top of it and that can be used to inspect the tank, but there is not any way to remove the entire fuel pump assembly from it without lowering the tank all the way. You will need to first remove the bolts from the fuel tank that hold it in place. Next You will want to disconnect all the lines that go to it for power and gasoline. After that You can start to lower it using a jack. Once it is down You will be able to open the top of the tank fully and remove and replace the fuel pump.

On a 2013 malibu if you remove the left rear fender and the rear window you can access the top lower left side of the gas tank to remove all of the fuel from the tank. Then you can consider the fuel pump. But you can only remove the fuel pump after you remove the motor and the transmission. I know this because I've already done this on serveral 2029 Chevy malibus
