Your 2003 Ford Explorer's brake light indicator on the dash is there to let You know that there is an issue with the brake system. It is different than the anti-lock brake system, which gets its own ABS warning light. The brake light indicates that there is a problem with the physical braking system itself.Check the emergency brake first. If its engaged, the brake light will stay lit. If the handle isnt all of the ways down, itll cause the brake warning light to stay on. Check to make sure that there isnt the little bit left that it needs to turn the brake light off. If the emergency brake is not the problem next check Your brake fluid.

The brake light on the dash of a 2003 ford explorer could indicate that there is insufficient brake fluid in the reservoir. Fill using either a dot3 or dot4 brake fluid.
