The EVAP canister for a 2003 Ford Expedition is going to be located in the back driver's side door underneath the vehicle. It will be located on the chassis right behind the rear passenger side wheel. You do not need to remove any parts in order to access it. It will be clearly visible to You when You get underneath the vehicle. If You need to replace it You will be looking at spending between $150 and $300 in parts costs if You want to do it on Your own. If You take it in to a shop You will spend between $400 and $550 in total parts and labor costs.
