If the 2009 Chevy Impala is having a whining noise from the engine then it is likely that you have a problem with the transmission. If the sound is from the very front of the engine, or the inside of the cab then you have a power steering pump that is failing. If the pump is failing then it will leak fluid, likewise there may also be rot in the line causing it to leak.
