The starter relay for a 2000 BMW 323i is going to be located on the driver's side of the engine and back and to the right of the intake manifold relatively close to the windshield. It will have a black cover on it that You are going to need to unbolt and the clip out of place. A replacement will cost between $30 and $45 and it will only require basic hand tools in order to install a new one. This shouldn't You more than 30 minutes or so. If You want to have a professional do it the total cost of parts and labor will be between $150 and $200.
