The 2004 VW Jetta starter relay is located in the fuse panele underneath the driver's side of the dashboard. You will need to remove the lower dashboard panel to gain access. The cost for a replacement starter relay will vary from $15 - $30 depending on if it's an aftermarket or OEM product. The dealership or a mechanic can also do the replacement for You for a small fee and usually costs about $50 - $60 including parts and labor. When putting in a new relay always inspect to see if the wires are still connected and there is no corrosion on the wires.
