The fuel filter on the 2006 Subaru Legacy is a part of the fuel pump. In most cases the fuel pump is along the underside of the vehicle, attached to the fuELRail. Getting to it is quite simple, as it is only held in place by a couple of bolts, and these are easy enough to remove. The replacement cost can vary and is between 200 and 800 on average. In some cases however You will find the filter and pump are an internal part of the gas tank. If this is the case then You will need to get a new gas tank to replace the pump, but there will be external access to put a new filter in. Prices for this are about the same, maybe a few hundred more than just the pump.

On the 2006 subaru legacy the fuel filter is located inside of the gas tank, on the back left of the vehicle.
