The 2008 Chevy Cobalt's throttle position sensor helps the car's computer to determine how much air is entering the engine. It is generally mounted to the throttle body on top of the motor and is accessible from under the hood. As a driver depresses the gas pedal, the motion opens a plate covering the throttle body. The harder the pedal is pushed, the wider the plate opens, allowing more air to enter the combustion chamber. This transaction is enabled through the TPS which reports the position of the gas pedal to the ECU which powers the plate. If the sensor has become contaminated or d***y, the Cobalt's "check engine" light will be illuminated, gear shifting will be compromised and You may experience a no-start or a reduction in engine power.
