The 2008 Chevy Impala has a throttle position sensor, also known as the TPS. It can be found just above the butterfly spindle, or butterfly shaft. This allows it to monitor the throttle position from direct proximity. From there, it will measure how much air makes it into the engine through the intake manifold. If the sensor is faulty, it will need to be replaced. You can expect to pay between $33 and $87 for parts alone. If You choose to pay a professional mechanic or service technician, You can expect to pay an additional $86 to $129 for labor.
