From the manufacturer, the Volkswagen Jetta does not have a block heater. However, they may be added through an aftermarket process (or occasionally by a dealer who is looking to sweeten for pot for a potential buyer), so if You do have one, You'll need to look for the cord. It's a conspicuous coiled wire that will sometimes hang near the vehicle's grille. If You're interested in getting a block heater installed, they often run a pretty penny -- pretty enough where it's not worth it over the long run. While they do tend to help with cold starts, it's certainly nothing out of the realm of what the vehicle is capable of on its own. My advice is to skip it and invest Your money elsewhere.

The Jetta block heater plug in is below the drivers side headlight. You require a special cord to plug into the plugin. Cord is about 175 bucks. And yes you need a block heater for very cold weather.

The block heater cord on the vw Jetta hangs out of the car's grill, but also can be found just inside the hood.
