The 2007 Ford Expedition starter can be found on the underside of the engine next to the passenger side wheel well and the exhaust manifold. The starter is a bit difficult to get to and when removing the part You will have to remove the front passenger tire and use an extended ratchet extension to gain access without takeng off the exhaust manifold. You will need a 10mm and 13mm socket to remove the part. Make sure You will disconnect the starter wires and battery. To loosen the heater pipe You can find the nuts behind the plastic air duct just below the manifold. The cost for the replacement starter will range from $65 to $120 depending on if its an OEM or aftermarket product.
