The OBD II port in Your Toyota Highlander is located under the driver side of the dashboard to the left of the steering column. There is usually a small plastic cover that You will need to remove to access the plug. OBD II stands for the second generation of the On-board Diagnostics system. The first generation was introduced in 1987 with gen II takeng its place in 1996. The main purpose of these systems was to give a universal connector and communication protocol to access the data created by the different vehicle systems and sensors. Before these were created service centers and owners would need a completely different scan tool for each make of vehicle they worked on. In 1996 the system became a legal requirement if the vehicle was to be sold in the US.
