The 2000 Ford Expedition's interior fuse box can be found on the drivers side of the cabin to the left of the steering wheel. It's housed under the dash panel above the brake pedal. If You remove the cover You'll find a detailed diagram of what part each fuse is assigned to and its amp rating. Also included in the box is a handy tool called a "puller" that will enable You to unplug a faulty fuse and replace it. The power window should be related to #14 and carry a rating of 15 amps. It is blue and should be clearly identifiable. If changing the plug doesn't get the window moving, consider a failed actuator or faulty wiring as an issue.
