There are several reasons that could cause the wipers not to work on a MINI Cooper. The first thing to look at is bad relay. Which when it fails, would break the circuit not giving power to the wiper motor. The relay is located in the engine compartment power distribution box, on the drivers side near the shock tower. Over time the wiring could deteriorate or become damaged ot a connector has disconnected or is corroded. Its possible that the wiper motor has failed, the internal windings can oxidize and cause them to seize up. Sometimes the wipers are run when there is frost or ice on the windshield. This can strip out the splines in the wiper arm, causing the gear to slip inside.

Internal earth connection failed, check by running an external earth wire from the motor mounting bolts to a good earth point
