The Power Control Module controls the traction control in the Toyota RAV4 and warning lights, including those for the ABS system or "check engine", could illuminate if the module is malfunctioning. A much more common reason these lights are triggered, is due to an issue with the Rav4's wheel and/or speed sensors. They can become d***y and contaminated and send faulty data to the vehicle's braking system and PCM; and the braking system is connected to the traction control feature. Also consider the wiring attached to the wheel sensors. If these are broken or disconnected You'll get a similar error. The cost to replace the wheel sensors in the Rav4 ranges between $350-$380 in parts and labor.

A defective, d***y or corroded wheel speed sensor, or a connecting wiring fault, will keep the correct information from reaching the tcs computer, preventing traction control on that wheel from functioning. This can trigger the system to stop working, triggering the warning light on the tcs.
