If Your 2007 Honda CR-V radiator fan is not working check Your coolant level. If the engine coolant level isnt high enough to keep pressure in the engine it will run hot. There wont be enough coolant to reach the temperature sensor. Without the coolant hitting the sensor, the temp reading will be significantly lower than the actual engine temp. Your CR-Vs radiator fan will not kick on. If You do have low coolant, dont fill it up until the engine has cooled off. Adding coolant to a radiator dry enough not to trigger the engine temp sensor can cause problems from drastic temperature change. Let it cool down first.

There are many reasons why an electric cooling fan does not turn on such as faulty temperature switch, coolant sensor or other sensor. Engine thermostat is stuck open (motor never gets hot enough to turn the fan on) defective relay fan.
