When the heated seats are not working in Your 2009 Toyota Venza the first thing that You should check are the fuses to the seat heaters. The heaters draw a lot of current and it is possible that one of the fuses got damaged or blown and will need to be replaced with a new one. If that does not solve the problem then the next thing to check are the lines that run to the bottom of the seat to make sure that none of them are loose or damaged. Loose connections can prevent the system from working properly and You will want to fix those.

If the heated seats are not working on the 2009 toyota venza then it could be a blown fuse, bad wires under the seat, or a bad thermostat.
