In general You should not need to change the timing chain on Your 2014 Toyota RAV4 for at least 300,000 miles. That said it is still a good idea to check Your timing chain at least once a year to make sure that it is not loose and that it is free from any damage or debris. The timing chain on Your vehicle keeps all the timing in sync in Your engine. If it were to break then that could lead to Your engine failing catastrophically, but fortunately it is very unlikely to fail. The main thing that does fail in relation to the timing system is the tensioner and that is why You will want to make sure to check it all once a year.
