Whether the 2008 Dodge Grand Caravan uses a timing belt or a timing chain depends on the engine size. The 3.3 L V6 and the 3.8 L V6 engine both use a timing chain and the 4.0 L V6 engine uses a timing belt. For the timing chain You shouldn't need to replace because it should last for the life of the vehicle it and the belt needs to be replaced every so often. The belt gets replaced because it is outside of the engine and is exposed unlike the chain which is inside of the engine and isn't exposed. The belt should be changed every 60,000 to 100,000 miles or so. If You want You only need to inspect the chain every 150,000 or so.

Timing chain. Make sure you double check the part with motor size. 3.8 is different from a 4.0
