The 2008 Ford Focus does have a cabin air filter. You will come across a few annoying noises from the air conditioner. Loose mounting bolts will become a nuisance. A bad compressor will get noisy. Too much Freon will make this happen. These sounds need to be look into quickly or You will lose Your mind. Being a sweaty mess is never a good time. That's why the air conditioner needs to be functioning. You will face issues with this part at some time. The motor might become faulty. An inaccurate thermostat could come up. A nasty odor from the vents will cause issues with Your comfort. A fan might become loose. A Freon leak will cause You to sweat.

Yes, the 2008 Ford Focus does have a cabin air filter, though the factory may not send it with one. The location for the filter is outside the vehicle, under the passenger side cowl.
On my 2008 focus there is not filter under the cowl . And you cannot put on there . It has a non removable screen . I need to know if there is a cabin filter . Some sources say there is not one and other say it is under the glove box which it is not there either.

No, there is no cabin filter on the 2008. There is a location for one in front of the windshield, passenger side, but no filter comes in the car and there is no facility to hold a filter in if you did put one in.

There is a wire mesh that is permanent. I don't believe that qualifies as a filter in this sense.
