The Honda Accord as with most other new vehicles have daytime runnings lights and they usually cannot be turned off. The Accord also has this feature and You cannot turn the lights off when driving but if You are parked You can. What You do is turn the car off and engage the parking brake, then turn the car back on and the lights will be off. The reason they don't let You turn them off when driving is because they are a safety feature that makes it easier for other drivers to see the front of Your vehicle during the day.

In case you still need help with turning off DRL in honda accord, you can just pull out fuse #15 inside the cabin fuse box. It is a 10A fuse. No warning light should come on.
