Hyundai did issue a recall for the power steering column on their Hyundai Elantra vehicle but this recall was only for models that were manufactured in 2010. The 2013 model of the Elantra will be perfectly fine from these issues. If You're dealing with issues with Your power steering it's possible that You are low on fluids. The capacity for the power steering fluid reservoir will be 3 US quarts so a full fill up should only cost between $20 and $30 if You do it on Your own. If You want to take it in to a shop it'll be between $120 and $160.

Hyundai elantra steering column recall indicates if power steering assistance is lost, more effort will be required by the driver to steer the vehicle at low speeds, raising the risk of a crash. Hyundai must check the proper operation of the electronic power steering (eps) system and upgrade the eps control unit free of charge.
