The main reason that the start stop system in a 2017 Toyota Highlander will not work is due to low voltage in the vehicle. When Your vehicle detects a problem with either the alternator or the battery it will prevent the start stop system from turning on because the low voltage could lead to the car not starting again if it turned off. The start stop system is designed to help save fuel in Your SUV. This is done by turning off the engine automatically whenever You are stopped in traffic so that You do not burn excess fuel while You are sitting. If You do wind up sitting for a long time though it will turn the vehicle back on to prevent the electrical accessories from draining the battery too far.
