Depending on the model year of your Chevrolet Silverado, you may have a few different issues with the spare tire winch. Most notably, as the truck begins to pick up years and miles, you'll discover that rust and corrosion play a huge factor in failure, especially if you live in a locality that's salt-heavy on the roads (I'm looking at you, northeast USA). If you're having issues in an emergency, it's typically possible to cut the wire if you need immediate access. You can easily do this with a decent side-cut tool. In general, you shouldn't have issues with binding if the vehicle isn't older, so if this is the case, you may need to look into the apparatus and see what's preventing it from normal operation.
