A lack of throttle response in the 2003 Chevy Silverado can be caused by a loose or damaged cable or a blown Electronic Throttle Control System fuse. To locate the ETC fuse look under hood on the drivers side of the bay. It is found in the Silverado's "power distribution center". A lack of throttle response will result in reduced engine power and may produce an P1516 error code. This can be due to a Throttle Positioning Sensor (TPS) issue. If the sensor is damaged or needs to be replaced the "check engine" light will often be illuminated, and drivers will experience slowed acceleration and rough idling. The cost to replace the TPS averages $180-$250 in parts and labor.

There can be a few reasons for this, but the number one issue that can cause it is an issue with the throttle body.
