On the 2000 Toyota Echo, the starter is actually controlled by two different fuses. Both of these are located in the engine compartment fuse panel, which can be found under the hood in the engine bay. Particularly, You'll find it on the driver's side of the vehicle, just to the right of the battery. Once You have access, You'll be looking for fuseS3 and 4 -- a 30 amp fuse, and a 15 amp fuse, respectively. If You don't have access to a diagram, You'll see a line of five fuses horizontally oriented to the left of two relays. Fuse 3 is the bottom of the five (the 30A), while fuse 4 is the one immediately above it (the lowest 15A).
