While most of the relays on the 2001 Chevrolet Tracker are located in the engine compartment, You won't find a starter relay among them. Inside the relay box, You'll see the shift lock relay, the horn relay (on the 2.5L engine only), the air conditioning compressor relay, and the air conditioning condenser fan relay. The starter relay isn't exactly a relay; it's a solenoid. While they have similar purposes, they're a bit different in function. To locate the solenoid, You'll first need to find Your starter. Then, follow the black and yellow wires to a nearby apparatus; this is Your solenoid. It's usually black and gold, and always cylindrical; once You find it, You can carry out some more diagnostic tests to see if this is Your issue.
