On the 2001 Ford F-250, the starter relay isn't found in one of the fuse or relay panels. It's found near the starter itself, wired in line but mounted behind the passenger battery on the side wall. It's also known as the starter solenoid, though it functions nearly the same as a relay will. As such though, it will coSTSignificantly more to replace than a typical relay. If You're having electrical issues with Your starter, this is a good place to begin Your diagnosis. Many drivers report that the wiring to and from the solenoid often degrades and frays before the solenoid itself fails, so it may be worth checking over Your wiring first -- it may save You a few dollars in the long run.
