The fuel filter on a 2001 Toyota Echo is built into the fuel pump which is inside the gas tank to get to it. Pull up on the front edge of the seat cushion to release the clips that hold it in place. Next guide the seat belt latches through the slots on the seat. It is a good idea to have an air compressor with a blower fitting to blow off any debris from above the access cover. Next, take a pry tool to lift the panel up. It is held in with some strong adhesive. Once the panel is off, again use compressed air to blow any debris from above the tank so it does not drop into it. Disconnect the electrical connector and fuel lines going to the sending unit. You will need a 10-millimeter socket to remove the bolt holding the pump in.
